MESSAGE FROM THE EXECUTIVE DIRECTOR
Welcome to the official website of the Financial Intelligence Authority.
As we progress through 2026, I am pleased to share the important strides the Authority continues to make in strengthening Uganda’s financial integrity, protecting the financial system from abuse, and contributing to the safety and security of the broader economy.
The Financial Intelligence Authority’s mandate is anchored in the national goal of maintaining an effective framework to combat financial crime, safeguard the integrity of Uganda’s financial system, and protect the economy from money laundering, terrorism financing, proliferation financing, and related financial crimes.
The strategic actions set out in our Strategic Plan 2025/26-2029/30 are anchored on the International Standards (from FATF and ESAAMLG), and national aspirations. At the National level, FIA contributes to the NDP IV objective of “Strengthen good governance, security, and the role of the state in development.
At the 51st ESAAMLG Taskforce of Senior Officials meeting in Arusha Tanzania, Uganda secured upgrades on 3 FATF Recommendations i.e. Recs 7, 28 and 33.
Recs 7 and 33 were upgraded to compliant (C) and Rec 28 to Partially Compliant (PC). Consequently, Uganda is now rated compliant or largely compliant in 31 out of the 40 FATF Recommendations.
REC 7 mandates that countries implement targeted financial sanctions (TFS) without delay to comply with United Nations Security Council Resolutions (UNSCRs) related to the prevention, suppression, and disruption of the proliferation of weapons of mass destruction (WMD) and its financing.
REC 28 mandates that countries ensure Designated Non-Financial Businesses and Professions (DNFBPs)—such as lawyers, real estate agents, and casinos—are subject to effective regulation, supervision, and monitoring for Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT).
REC 33 requires countries to maintain comprehensive, up-to-date statistics on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) systems to assess effectiveness. It ensures evidence-based policy by tracking data on suspicious transaction reports (STRs), investigations, prosecutions, convictions, and frozen assets.
Over the past year, FIA has registered significant milestones due to the dedication of our team. We are dedicated to strengthening the financial integrity through enhancing our capacity to identify and combat proceeds of crime through advanced analytics, modern technology and robust collaboration with local and international partners.
As an Authority, we remain focused on the following priorities:
Promoting compliance: Supporting reporting entities with tailored training, compliance guides, and practical tools to meet AML/CFT requirements
Fostering Public engagement: Encouraging Ugandans to report suspicious activities through our Public Reporting Portal, helping us build a safer financial ecosystem. This website serves as an important resource for accessing information on Uganda’s AML/CFT legal and regulatory framework, compliance requirements, institutional actions, and recent developments in the fight against financial crime.
