The Financial Intelligence Authority (FIA) has finalized the 2025 National Risk Assessment Report on Virtual Assets (VAs) and Virtual Asset Service Providers (VASPs) to support Uganda’s efforts in identifying, understanding, and mitigating emerging money laundering and terrorist financing (ML/TF) risks associated with the growing use of virtual assets and operations of VASPs.

The report provides an in-depth assessment of VA-related risks, including the key threat and vulnerability drivers, typologies, emerging trends, and the regulatory and operational gaps that require attention. It further proposes practical and prioritized recommendations aimed at strengthening Uganda’s legal and institutional framework, enhancing supervision and compliance, building the capacity of competent authorities, improving technological tools for monitoring and investigations, and supporting responsible innovation within the VA ecosystem.

This publication is intended to guide policy makers, competent authorities, private sector stakeholders, and the general public in promoting a safer and more resilient financial system.
